NEW DELHI, 08 OCT 2025– The Ministry of Labour and Employment (MoLE), Government of India, has unveiled the draft of the “National Labour & Employment Policy – Shram Shakti Niti 2025,” marking a significant step towards redefining the nation’s world of work. The draft is now open for public consultation, inviting feedback from stakeholders until 27th October 2025.

Positioned as a cornerstone for achieving the Viksit Bharat @2047 vision, the policy outlines a comprehensive framework designed to be fair, inclusive, and responsive to the demands of the 21st-century economy. It is rooted in the civilisational principle of śrama dharma, reaffirming the dignity and moral value of labour.

A Renewed Vision: Protection, Productivity, and Participation

The Shram Shakti Niti 2025 envisions a labour ecosystem that balances worker welfare with sustainable economic growth. Its core objectives include:

  • Universal Social Security: Expanding the safety net to cover all workers, with a focus on inclusivity.
  • Future-Ready Skilling: Building a resilient workforce capable of adapting to emerging technologies, climate transitions, and global value chains.
  • Empowerment & Safety: Prioritizing the participation of women and youth, and strengthening occupational safety and health (OSH) standards.
  • Promotion of Green and Tech-Enabled Jobs: Aligning job creation with national and global sustainable development goals.

MoLE as an Employment Facilitator: The NCS as Digital Public Infrastructure

A pivotal shift in the policy is the repositioning of the Ministry of Labour & Employment as a proactive Employment Facilitator.
This will be operationalized through the enhanced National Career Service (NCS) platform, which is designated to become India’s
Digital Public Infrastructure for Employment (NCS-DPI).

The NCS-DPI aims to revolutionize job matching by leveraging:

  • Open APIs for seamless integration with other platforms.
  • Multilingual access to bridge digital and linguistic divides.
  • AI-driven innovation for intelligent skill-to-job alignment.
  • A focused reach into Tier-II, Tier-III cities, rural districts, and MSME clusters.

This initiative is designed to transform employment facilitation into a transparent, efficient, and nationwide public good.

Digital Integration: The Unified Labour Stack

To create an interoperable digital ecosystem, the policy proposes the integration of key national databases—including EPFO, ESIC, e-Shram, and NCS—into a unified Labour Stack. This integration is envisioned to streamline service delivery, enable robust credential verification,
and support lifelong learning and social protection for every worker.

A Call to Stakeholders: Participate in the Consultation

The Ministry has emphasized that the draft policy is a product of extensive preliminary consultations and upholds the principles of cooperative
federalism and evidence-based policymaking.

The draft document is available for review on the official websites of the Ministry of Labour & Employment, the **Directorate General of

Employment (DGE)**, and the *National Career Service (NCS)*.

Stakeholders—including trade unions, employer associations, academic institutions, civil society organizations, and the general public—are strongly
encouraged to contribute their insights. Feedback, comments, and suggestions should be submitted electronically to ddg-dget[at]nic[dot]in by the
27th of October, 2025.
